Top i icon is header Top Sliding Bar and it is in theme options

You can enable or disable it from here.

And content is manage by widget. Four widget options is here and two widget is already in built.

Yes, No extra plugin needed for popup. just need to use or configure. There is a section(popup_hidden_content) actually hidden in home page. This section contain all popup content.

You can add as many as popup like currently have there.
